The first section is for calls placed while you are in Moscow and the second section is for calls placed while traveling outside Moscow ( St. Petersburg as a an example) but within Russia. All calls from your SIM card are charged per minute.
For calls while you are outside of the Moscow region (domestic roaming), like St. Petersburg as an example, your airtime rates will be as follows:
International calls from your world cell phone have never been easier with your prepaid Russia SIM card. Just like the Domestic Rates shown above, the international calling rates are divided into 2 sections. The first section is for calls placed while you are in Moscow and the second section is for calls placed while traveling outside of Moscow (St. Petersburg as a an example) but within Russia.

Your Russian SIM card includes an airtime voucher for $10 USD, which you may load once you arrive in Russia. Additional airtime is available through the purchase of airtime vouchers, also called reload codes, in Russia. These airtime vouchers are available locally in Russia ( Moscow, St. Petersburg, Caucasus region) at tabac shops, convenience stores, Megafon shops and authorized dealers.
To add the voucher, simply scratch off the gray protective layer to reveal your voucher code. When typed into the keypad of your international cell phone, the voucher will credit your SIM card the respective dollar denomination you purchased.
Remember you do not need to purchase another SIM card when your airtime balance is depleted; you only need a recharge voucher!
To keep your Russia SIM card active, you must add airtime once per month. If your account reaches a $0 (zero) balance then you must recharge your account within 30 days or your mobile phone number will be recycled. To get connected again you will be required to purchase a new SIM card.
